From Training to Action: Real-World Impact at ArtsQuest

ArtsQuest is one of Pennsylvania’s largest nonprofit arts organizations and is committed to providing access to the arts for all, while enriching the community through music, festivals, visual arts, film, comedy and educational programming.

Based in Bethlehem, PA, ArtsQuest presents thousands of programs each year that reflect a wide range of artistic styles, cultural perspectives and community voices; from world-class concerts and independent films to community festivals like Musikfest, the largest free music festival in the nation. Many events are offered at no cost, ensuring that everyone, regardless of age, income or background, can experience the transformative power of the arts.

ArtsQuest is also affiliated with the Levitt Family Foundation, and organization dedicated to funding the development of venues all over the U.S. that activate underused public spaces and foster more healthy, equitable, and thriving communities one city and one concert at a time. 

Mark Herrera delivers security training at ArtsQuest

At Global Awareness Professionals (GAP), our focus has always been clear. Preparedness is not a policy; it’s a practiced capability. In late April, 2026, GAP provided security training to the ArtsQuest team, one of many over the years. The work being done by the team at ArtsQuest in Bethlehem, PA is a strong example of what happens when training is not only delivered, but implemented.

"Across the globe, venues and event organizers are navigating an increasingly complex environment: higher crowd densities; evolving and unpredictable threats; increased expectations for safety and guest experience, all while front line teams are expected to make rapid, high-stakes decisions." notes Mark Herrera, president and chief security strategist for GAP.

Following their recent GAP training initiatives, ArtsQuest executed a comprehensive overhaul of their emergency preparedness and operational framework, including:

  • Development and implementation of enhanced Emergency Operations Plans (EOPs) across all major and small-scale events, including Musikfest, Oktoberfest, and Christkindlmarkt

  • Redesign of emergency evacuation plans, including updated mapping and clearly defined routes

  • Strengthening of pre-event inspections, staffing strategies, and post-event review processes

  • Expansion and reinforcement of staff training programs focused on situational awareness, engagement, and de-escalation

Beyond internal improvements, ArtsQuest took critical steps to build external partnerships, recognizing that preparedness is a shared responsibility:

  • Established direct working relationships with DHS, FBI, and regional emergency management agencies

  • Implemented ongoing coordination with local, county, state, and federal first responders

  • Conducted regular walk-throughs, joint planning sessions, and quarterly coordination meetings

These proactive measures resulted in measurable, real-world outcomes:

  • Prevention of a potential mass casualty incident through situational awareness and early threat recognition

  • Successful de-escalation of high-risk protests, avoiding disruption and escalation

  • Reduction in guest incidents and arrests by over 50% at Musikfest, one of the nation’s largest music festivals with over 1.3 million attendees

  • Effective management of multiple large-scale emergency evacuations with no injuries and minimal operational disruption

Additionally, the EOP framework developed through GAP training was scaled nationally, becoming a model for Levitt Pavilion venues across the country.

The Takeaway

 Preparedness is not built during a crisis. It is built before it ever occurs.

ArtsQuest demonstrates what is possible when leadership prioritizes training that drives decision-making, partnerships that strengthen response, and execution that turns plans into action.

This is the GAP standard: actionable, preventive, and proved in real-world environments.

In addition to the preventive measures and planning enhancements, the team successfully applied their training during multiple high-pressure, real-world incidents. These include:

  • The 2019 SteelStacks climber incident, which required prolonged operational coordination and crowd management

  • The 2022 Musikfest shooting response, where rapid decision-making and crowd control were critical to preventing further harm

  • The 2025 Christkindlmarkt power outage, impacting thousands of attendees and requiring organized evacuation and communication

Across each of these incidents, the team executed large-scale evacuations with no injuries and minimal disruption, demonstrating the direct impact of preparedness, coordination, and trained decision-making. This is an important distinction. Not only are teams implementing plans, but they are successfully operationalizing them under real conditions, reinforcing a key to training effectiveness: training is only valuable if it translates into effective action when it matters most.

"We developed and provided the Emergency Operations Procedures (EOP) template to the Levitt National Foundation at the request of the Executive Director of Levitt-Bethlehem to be used as the EOP template for all Levitt Pavilion venues nationwide," said Jason Frisch, director of event services ArtsQuest. "This EOP template was developed using the models that were taken from our GAP trainings."
